ДОДАТНО КАЖЊАВАЊЕ СТАРИЈИХ ЗАТВОРЕНИКА – УЗРОЦИ, ПОСЛЕДИЦЕ И МОГУЋА РЕШЕЊА

У затворским системима широм света намењеним првенствено младим, способним мушкарцима, све је већи број старијих, болесних и инвалидних затвореника. Неадекватно окружење које не задовољава висок ниво њихових здравствених и социјалних потреба и изазива физичку, менталну патњу, страх и анксиозност, као и de facto доживотне казне затвора (многи ће, због одмаклог животног доба и рестриктивног приступа у одобравању условног отпуста и саосећајног ослобађања, умрети у затвору) представљају за њих додатну казну, тј. двоструко оптерећење поред губитка слободе као последице затворске казне. Ова додатна казна покреће бројна питања о етици и правди за старију затворску популацију и указује на неопходност суштинских промена у политикама и пракси. Приликом осмишљавања и имплементације нових политика и стратегија мора се водити рачуна да се старији затвореници значајно разликују од млађих, и да захтевају негу пре него контролу
