The Basic Treaty between two Germanies was the legal basis for the French-German plan and the 2023 Ohrid Agreement. These contracts represent a mutual recognition of the elements of state, as written in the Montevideo Convention of 1933. The only state element not recognized by the Franco-German plan and the Ohrid Agreement of 2023 is the establishment of diplomatic relations.
